Porusa the Patient

High Priestess of the Seven Mothers Temple in Pavis.  Porusa is elderly and experienced.  She tries to avoid politics, but is also experienced in political matters.  She leads the entire Lunar religious hierarchy in Pavis County, and is not responsible to Sor Eel or any of the civic or military authorities, but rather to her superiors in Mirin's Cross.  If anything, she is superior to Sor Eel - one of the functions of the religious authorities is to make sure that the civic and military leaders are staying true to the Lunar Way, and Porusa technically has the power to suspend the authority of any member of the civil or military establishment, subject to an appeal to the Provincial Oversser, Appius Luxius.  However, she and Sor Eel have a good working relationship, and respect each other.

She was originally a priestess of the Deezola sub-cult of the Seven Mothers. 

Tala Errio

Priestess of the Red Moon.  Tala is kept secluded and apart because she is destined to be married to Pavis on behalf of the Goddess of the Red Moon in order to bring Pavis into the Lunar Pantheon.  She takes her orders directly from Moonson, the Red Emperor, himself.  She is guarded by a special detachement of Blessed Daughter archers to ensure her safety and purity while she awaits the propitious time to wed Pavis.

Valerina the Peddler

High Priestess of Etyries and of the Pavis Market.  Valerina is Sartarite by origin - her travels took her into the Lunar Empire and she became a convert to the Lunar Way.  Despite, or because of this, she is even-handed in her dealings with merchants from both Etyries and Issaries cults. 

Faltikus the Good

High Priest of Orlanth in Pavis.  The Lunar Authorities only allow the Orlanth cult to workship under sufferance and with strict conditions, and the imposition of Falkitus as High Priest is one of those restrictions.  His position is somewhat weakened by his position as a known Lunar patsy, and also because the High Priestly regalia were spirited away before he could be installed and are now hidden somewhere by Orlanthi loyalists.  Despite this dislike, there is no other full temple of Orlanth in Pavis, so Orlanthi must attend his services if they wish to replenish their power.

A Rune Priest of Orlanth and a member of the Garhound Family.

Kost the Tracker

An elderly Issaries merchant Rune Lord, and the only known Goldentongue Desert Tracker in Pavis.  He was absent for many years in Genert's Wastes and has only reappeared in Pavis in the last year.  He claims to now be officially retired.

Haloric Glowbrow

Light Captain of Yelmalio in Pavis.  Haloric provides the political leadership that Karial the Pure fails to.  He is sometimes seen as too accomodating to the Lunars, but he defends this as bowing to the realities of where power lies.   There are Yelmalians in Pavis though that feel that they haven't benefited as a community from their early support for the Lunars as much as they should have.

Karial the Pure

High Priest of Yelmalio in Pavis.  Karial is completely otherworldly, solely dedicating himself to his devotion to Yelmalio and his worship.  He doesn't even take up the seat on the Pavis City Council that is his by right.  He seems to regard anything to do with real life or politics as being beneath him to acknowledge.  It is a common joke that he hasn't even noticed that the city has fallen to the Lunars.  Like many devout Yelmalians, he refuses to speak anything other than Firespeech, and minimises any contact that he has with non-Yelmalians, to avoid impurity.

Thandren Clubfoot

Rune Priest of Lokarnos.  Lokarnos is the sky god of wagons, and so is the Yelmalian trade and travel god as well.  Thandren is actually a Pavisite who joined the Lokarnos cult and the Yelmalian community at a young age, which makes him ideal to be the person who is the main day-to-day go-between between the Yelmalians in Pavis and the rest of the city.  He is responsible for sourcing provisions for the Yelmalian community, given that they prefer the foods of Sun County to local varieties of barley, beer and vegetables.

Subcategories

The most important public officials in Pavis now are the Lunar authorities.  Although there is still a Mayor and Council, everyone knows that the real decisions are made by the Lunar governor, the Lunar military authorities and the Lunar religious leaders.
