Bendrath is the most recently elevated Daughter of Pavis, bringing the Pavis temple to a full complement of 6 Daughters and a Son for the first time in centuries.
He was originally born in Old Town in the Rubble, and spends much of his time in the Old Pavis Temple in the Real City. He is devoted to restoring Pavis to its former glory.
Bilkar is a Daughter of Pavis. He resides in the Real City, and tends to represent Old City interests in the New City, and in the cult of Pavis.
Daughter of Pavis, and also Associate Priest of Lhankor Mhy. Broosta is married to Fleeter Nemm and shares his passion for Pavis antiquities and history. She spends most of her free time in the Lhankor Mhy library, researching into the Rubble and Pavis history. She is the only actually female Daughter of Pavis.
Cyrilius is the second-most recently elevated Daughter of Pavis, and has risen rapidly to the priesthood. Originally from Pavis, he spent time in Lunar controlled Tarsh and Dragon Pass, and returned with the occupying Lunar army in 1610. In the last few years he has devoted himself to the temple and become a first rate mason, and so Benderri and Fleeter Nemm were unable to block his appointment as Daughter of Pavis, especially as he had the approval of Sor Eel behind him.
Duaghter of Pavis (i,.e. Rune-Priest of Pavis). Fleeter is the most senior daughter, and holds the title of Chief Priest. He is Benderri's obvious successor.
He frequently sponsors expeditions into the Rubble seeking for artefacts and records of Pavis' past glory.

Ginkizzie is a dwarf, and the leader of Dwarftown in Pavis. He spends most of his time at his forge in the dwarf tunnels, only emerging for his temple duties.
Priestess of Seven Mothers. Berene is a priestess of the Teelo Norri subcult, and lives in the Teelo Nori Temple in Riverside, tending to the poor at the Teelo Norri Poorhouse. Even the most fervent anti-Lunars find it hard to dislike this humble woman.
Harnasti is Priest of Deezola. He is actually a native Pavisite, who converted immediately after the occupation, and has risen rapidly through the ranks. He is keen to extol the virtues of the Lunar Way to his compatriots.
Priestess of Irrippi Ontor, the Brown Sage. As well as trying to impose her will on the Cult of Lhankor Mhy, she also sits as a judge in civil cases.
Rune Lord of Etyries, the Lunar god of trade. Pharnastes is a Tarshite by birth.
The most important public officials in Pavis now are the Lunar authorities. Although there is still a Mayor and Council, everyone knows that the real decisions are made by the Lunar governor, the Lunar military authorities and the Lunar religious leaders.
