The Lunar Authorities only allow the Orlanth cult to workship under sufferance and with strict conditions, and the imposition of Falkitus as High Priest is one of those restrictions. His position is somewhat weakened by his position as a known Lunar patsy, and also because the High Priestly regalia were spirited away before he could be installed and are now hidden somewhere by Orlanthi loyalists. Despite this dislike, there is no other full temple of Orlanth in Pavis, so Orlanthi must attend his services if they wish to replenish their power.
