Jotoran is the Logothete of the City - effectively in charge of the civic administration. This is a newly created role, nomally reposible to the Mayor, but in actuality appointed by Sor Eel in order to take the control of the civic administration out of the hands of the Mayor without completely replacing it.
Jotoran is a career bureaucrat from Raibanth, and hates being assigned to Pavis. He regards Pavis as an uncivilised backwater, and everyone around him as uncultured barbarians, and longs for the day he can return to Raibanth. He makes no effort to hide his distain for the locals, and vents his frustration by being as inflexible and jobsworthy as he can be. He is too much of a respecter of the Lunar Way to be corrupt, or to break the laws to irritate people, but he uses over-zealous application of the laws to make life hell for those around him.
